Nursing schools are the most regulated career schools in Florida: you need the Commission for Independent Education (CIE) license every private postsecondary school needs, plus program approval from the Florida Board of Nursing under Section 464.019, Florida Statutes. Founders who sequence these two approvals well open months earlier than founders who discover the second one late.
Two approvals, one plan
- CIE licensure — the institutional license: application, program outlines, catalog, enrollment agreement, financials (Form 605 business plan, budget), facilities, and staff documentation
- Board of Nursing program approval — the program-level review for pre-licensure programs (PN, RN/ASN): curriculum, faculty qualifications, clinical training plan, and program director credentials
- CNA programs are Board-approved on their own track, with a shorter application
NCLEX accountability starts on day one
Florida holds approved programs to NCLEX results: a program whose first-time passage rate falls more than 10 percentage points below the national average for comparable programs — for two consecutive calendar years — goes on probationary status. Your curriculum design, admissions standards, and assessment plan should be built for that bar before your first cohort enrolls, not after your first pass-rate letter.
Clinical sites make or break the timeline
Board review looks hard at clinical training capacity — signed affiliation agreements, sufficient placements for your projected enrollment, and qualified clinical faculty. In competitive metro markets, securing clinical sites is regularly the slowest workstream. Start it first.
Realistic sequencing
Plan on roughly 9 to 15 months from serious preparation to enrolling students, driven by CIE meeting deadlines (applications are due months before the meeting at which they are heard) and Board review cycles. Accreditation (ACCSC, ABHES, or COE) and Title IV come after you are operating — sequence them from the start if federal aid is part of your model.
